Talk of where the Chicago Bears will build a new stadium has dragged on for years, but could this week be the most critical yet?

According to NBC Chicago Political Reporter Mary Ann Ahern, there is talk that the House in Springfield could vote Wednesday on a so-called “PILOT” (payment in lieu of taxes) bill that would give the Bears much-needed property tax certainty on their proposed stadium site in Arlington Heights.

Still, the nature of the talks and the presence of Indiana in the debate has left some experts baffled.

“For the life of me. And I’ve worked on dozens of these projects. I have never seen a state government act in this manner,” stadium expert Mark Gannis said.

State Rep. Kam Buckner has been navigating the mega projects bill that would give Arlington Heights the property tax certainty it wants.

The bill has drawn feedback from the Chicago Teachers Union and the Illinois Federation of Teachers, with President Stacy Davis Gates weighing in on the legislation in talks with Buckner.

“I think that the Illinois Federation of Teachers is an important stakeholder group and I’ve had conversations with them and they’ve been able to give me some thoughts and some ideas that I’ve been able to insert into the working draft of the amendment,” he said.

The news of the possible Illinois vote comes amid several intriguing developments in the saga. That includes Bears executives, including President and CEO Kevin Warren, meeting with Indiana officials at a Hammond golf course, just steps from the area where the state has proposed to locate a new stadium for the team.

The NFL is also expected to hold a meeting on April 29 with its stadium committee, and the lone item on the agenda will be a progress update on the Bears’ stadium project.

 With those developments in place, the House will resume its session on Tuesday, with a vote possible on the PILOT bill on Wednesday.

Meanwhile the Illinois Senate won’t be back in session until next week, according to lawmakers.

One potential stumbling block for legislation is a rule established by House Speaker Chris Welch, which requires 60 Democrats to support a piece of legislation before it is allowed to proceed to the floor for a vote, even if Republicans would sign off on the measure.

The drama is expected to unfold in coming days, and the Bears could soon be one step closer to having clarity on where their new stadium will be located.
