
The Illinois Senate passed legislation Tuesday to expand access to FDA-approved breakthrough therapies for veteran suicide prevention, moving oversight of the effort to the Department of Public Health.
Senate Bill 3926 transfers the Breakthrough Therapies for Veteran Suicide Prevention Advisory Council from the Department of Healthcare and Family Services to Public Health and extends its authority through 2027. The council advises on clinical guidelines, provider training, and infrastructure needed to support specialized mental health treatments.
The bill requires the council to develop standards for treatment facilities, establish provider credentialing requirements, and ensure patient safety protocols. The council will also oversee public awareness campaigns and track treatment outcomes across the state.
The council will include 18 members, with at least three veterans. Appointments span the Governor’s office, the General Assembly, the Department of Veterans Affairs, and four subject matter experts in psychiatry, breakthrough therapies, clinical trials research, and pharmacology.
State Senator Mike Porfirio, who chairs the council, championed the measure. He recently received the National Innovator of the Year Award from the Veteran Mental Health Leadership Coalition for his work on veteran suicide prevention.
“The widespread support for this legislation shows that Illinois is united in finding realistic, comprehensive solutions for the mental health challenges our veterans endure,” Porfirio said.
The bill passed with bipartisan support.
