State Senator Mike Halpin speaks at the designation of I-74 in the Quad Cities from 4th Avenue to I-280 as the “Rep. Lane Evans Memorial Highway.” Representative Johnson as well as several former and active elected officials to remember Lane Evans memory joined the Senator. The highway was dedicated as a result of Senate Joint Resolution 48, which was carried with unanimous bipartisan support.
