Ill. (WTVO) — Legislators have passed a bill that would ban the use of AI therapists and regulate the use of AI in therapy, which is awaiting Pritzker’s approval.
The Wellness and Oversight for Psychological Resources Act requires that a licensed professional be the only entity to provide therapeutic or psychotherapeutic services to another person.
The legislation mandates that professionals must not use AI for independent therapeutic decisions, client interactions, or creating treatment plans without a licensed professional’s review and approval.
If any entity violates the act, it would have to pay at most $10,000 per violation, depending on severity.
Illinois House Rep. and sponsor of the bill, Bob Morgan (D), feels AI regulation is not a bipartisan issue.
"The way that A.I. is ensuring and evolving in a matter of weeks versus years, I think that should alarm everybody, regardless of their political persuasion," Morgan explained. "So, I still think that this provision will be changed. We’ll see what the United States Congress ends up doing on this issue."
The bill was initially introduced by Morgan in January 2025.
