Illinois Gov. JB Pritzker Wednesday issued an executive order on housing he says is designed to develop innovative housing solutions to increase the supply of middle-class homes and apartments.
The executive order builds on a report from the Missing Middle Housing Solutions Advisory Committee issued in September that offered more than two dozen potential solutions — including state mandates to eliminate local bans on accessory dwelling units, a switch from requiring parking minimums to setting parking maximums, and requiring that multi-family development be permitted on any lot larger than 5,000 square feet.
Evanston has already changed its rules to allow accessory dwelling units and is looking to reduce or eliminate mandatory parking minimums and open single-family lots to multi-unit development in the Envision Evanston 2045 zoning proposals that are now under review.
The state report says that “to move the needle on local housing development, a mix of incentives, mandates and technical support” is needed.
The report focuses on increasing the housing supply for middle-income families — targeting households in the 80% to 140% of area median income range.
“If we are going to build on this state’s record of growth and prosperity, lower costs for Illinois’ working families and be a state that everyone can call home, we must build more housing in every Illinois community,” Pritzker said in a statement.
His executive order creates an Illinois Director of Housing Solutions to work with the Illinois Housing Development Authority, the Illinois Department of Commerce and Economic Opportunity and other state agencies to develop innovative housing solutions.
