SPRINGFIELD, Ill. (WICS/WSRP) — The director of the Illinois Department of Children and Family Services is once again being held in contempt of court for the eleventh time. DCFS director Marc Smith is accused of being in violation of court orders after failing to place an 11-year-old girl in proper care. “Someone who heads a state agency has now been held in contempt of court not once, not twice, but eleven times,” Cook County Chief Deputy Public Guardian Alpa Patel said.
