Lawmakers say the leader of the Department of Children and Family Services needs to explain himself after he was held in contempt of court. This comes after a judge repeatedly ordered Marc Smith and the department to find proper placements for children in their care. Cook County Judge Patrick T. Murphy issued the orders against Smith on Thursday. The orders involve two different cases of children being held in a psychiatric hospital longer than necessary.
