The other significant reapportionment is between programs. The Tribune article mentions “an increased investment in the youngest learners.” While this is true, the increased investment in Early Head Start (children up to 3 years old) comes only through decreased investment in Head Start (3- to 5-year-olds). Citywide, the new grant has eliminated roughly 4,000 Head Start slots.
