A major downtown Springfield housing project for three turn-of-the century buildings is now at a standstill. The Ferguson, Booth, and Bateman-Kennedy buildings on Monroe Street are set for redevelopment into luxury apartments, but city officials say a deal between the city and the developer is currently on hold. Earlier this year, the city planned to provide $3. 15 million in subsidies (tax increment financing) for the development.
