Illinois lawmakers want to end the use of isolation time-outs and physical restraints on students in all schools across the state. Rep. Jonathan Carroll (D-Northbrook) is the chief sponsor of HB0219 and has a personal experience with these types of practices. “Those things were used in my world. I was able to talk about the long-term effects those things still have, even as a 47-year-old adult,” he said.
