Illinois Comptroller Susana Mendoza reports that Illinois’ stack of overdue bill payments has been whittled down to $3.3 billion as of Friday. Illinois is now on track to pay its bills on time. Will it inspire Springfield to spend, borrow and budget much more responsibly than it has in the past?
