Court monitor finds Illinois out of compliance with consent decree to fund services for developmenta

Illinois ranks 47th out of 50 states nationwide in funding services for children and adults with intellectual and developmental disabilities. After a lawsuit forced the into a consent decree, court monitors have consistently found Illinois hasn’t lived up to its promises and continues to remain out of compliance in its inadequate funding levels for those with special needs.
