IL bill could require insurance coverage for seizure detection devices

SPRINGFIELD, Ill. (WAND) — A new bill in Springfield could require private insurance companies to cover seizure detection devices.

There are currently multiple seizure devices approved by the Food and Drug Administration to alert people of oncoming or ongoing seizures.

Sen. Julie Morrison (D-Lake Forest) told reporters Wednesday that these tools can cost between $250-$2,000.

Her proposal would require group insurance companies to provide coverage for medically-necessary devices subject to a maximum costsharing amount of $50 per year.

"Expanding access to these devices is a critical step to ensuring longer and healthier lives for everyone," Morrison said. "By requiring coverage through health insurance plans, we’re creating new pathways for those who suffer from a seizure disorder to get the care they deserve."

The Danny Did Foundation has stepped in to fill the gap to access seizure detection devices. However, foundation president Tom Stanton said charity should not replace insurance coverage.

"FDA cleared devices are not convenience items," Stanton said. "Even insurance companies have recognized that in referring their patients to our nonprofit for support. These doctor-prescribed devices are essential tools for a chronic disease that impacts 140,00 people in Illinois."

However, the Illinois Life and Health Insurance Council notes the bill’s current language excludes roughly 300,000 employees, retirees and dependents in the state employee group insurance program.

"If the state cannot absorb the cost in its own health plan, it is difficult to see how private plans can do so without affecting premiums," said ILHIC President Laura Minzer. "We look forward to working with Sen. Julie Morrison on this legislation to best serve all Illinoisans." 

Morrison has already gained strong bipartisan support for the plan and hopes to have the Senate Insurance Committee approve it next week.
