Fair tax? State legislators debate Pritzker’s progressive income tax plan

Rep. Larry Walsh Jr., D-Elwood, said during his time in the General Assembly, he hasn’t seen massive increases to state spending, and he doesn’t buy arguments saying the state spends “frivolously.”

Additionally, Walsh has continually argued that inadequate state funding has actually contributed to the problems Republicans point to. He said the major chunk, about two-thirds, of residents’ property taxes goes to their local school districts. That’s because school districts have had to raise property taxes, or tuition in the case of public colleges, to compensate for receiving less money from the state. So, Walsh argued, if the state is able to uphold its share of the bill for things like public schools, that could end up lowering property taxes for residents around Illinois.

“We have to have funding for our government services to provide for a civil society,” Walsh said. “I tell folks it’s the dues for citizenship.”
