Late on June 27th, Speaker Madigan and Rep Greg Harris held a half hour press conference to layout their spending plan, which calls for spending less than that of the Senate Democrats and Gov Rauner’s budget proposals. It also increase income taxes from the current 3.75%, to 4.95%. It also increases corporate tax rates to 7%. According to Rep Harris’ numbers, this budget would produce a slight surplus.
